Dubai Municipality announced the launch of the new Eltizam app on August 12, 2025. The mobile platform gives selected government officials judicial powers to document public cleanliness violations with photos, notes, and GPS tags, ensuring real-time action.
The app is part of Dubai’s digital transformation and underlines its ambition to maintain its reputation as the world’s cleanest city. It operates under Dubai Law No. (19) of 2024, which grants certain officials judicial officer status to enforce cleanliness standards.

In its first phase, Eltizam targets eight specific public cleanliness issues:
Officials can photograph violations, tag locations, and submit them instantly. This builds transparency and allows swift enforcement.
Director General of Dubai Municipality, H.E. Eng. Marwan Ahmed bin Ghalita, emphasized the app’s role in blending technology and civic duty. He said, “Public cleanliness is not a technical issue alone, it is a civic value and a shared commitment. ‘Eltizam’ reinforces that every official and every citizen plays a role in shaping a sustainable, liveable Dubai.“
The platform fuels Dubai’s larger vision of environmental stewardship and high quality of urban life. It reflects a shift toward proactive, community-minded enforcement of standards.
