A surprising partnership between Dubai Municipality and the Islamic Affairs and Charitable Activities Department (IACAD) was signed on 13 August 2025. Under the deal, heritage mosques will be restored and maintained, preserving their traditional architecture and cultural significance. IACAD will oversee services, imams, preachers, cleaning, while the Municipality fast-tracks permits and integrates IACAD’s standards into the building code.

Open-air Eid prayer grounds will be enhanced with better designs, beautification, and permits for commercial facilities to meet Dubai’s growing urban needs. IACAD will handle operations and administration.
Meanwhile, funeral and cemetery services get a thoughtful overhaul: upgraded washing facilities, trained staff, licensed mortuary washers, and Shariah compliance guaranteed. The Municipality provides logistics; IACAD ensures religious standards.
Marwan Bin Ghalita, Director-General of Dubai Municipality, highlighted that the agreement “benefits the entire community while preserving the authentic character of historic mosques and prayer sites.” IACAD’s Director-General, Ahmed Darwish Al Muhairi, added it makes religious infrastructure a “benchmark for institutional integration and service excellence.”
This collaboration merges urban progress with heritage preservation. Religious spaces will be more accessible, beautifully designed, and better managed to serve all residents. It strengthens institutional collaboration and improves quality of life across the emirate.
