Dubai Awards Dh2.5 Billion Stormwater Contracts Under Tasreef Programme Phase Two

Tasreef Programme Phase Two marks a Dh2.5 billion flood defence leap across Dubai.

Dubai Municipality has awarded five new contracts to expand and strengthen the emirate’s stormwater drainage network. The projects fall under Phase Two of the Tasreef Programme. They will serve 30 vital areas covering around 430 million square metres.

Officials say the projects will support an estimated population of three million residents by 2040. The initiative reflects Dubai’s long-term strategy to build resilient infrastructure capable of handling climate challenges and rapid urban growth.

A Strategic Step Toward Flood Protection

Dubai Municipality confirmed that the new contracts align with the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. The goal is to develop advanced and resilient infrastructure that serves the emirate for the next century.

The municipality signed agreements with leading global firms, including DeTech Contracting and China State Construction Engineering Corporation. The package includes three execution contracts and two design and study contracts for selected areas.

The announcement builds on Phase One contracts awarded in April 2025. Together, both phases reflect a phased and strategic approach to strengthen Dubai’s stormwater systems and improve citywide preparedness.

The programme supports the Dubai 2040 Urban Master Plan and aligns with the UAE’s climate neutrality goals outlined by the UAE Government’s climate strategy.

Integrated Network to Serve 30 Key Areas

The execution contracts include construction of a main tunnel with a diameter of up to four metres. This tunnel will connect communities along Sheikh Mohammed bin Zayed Road and Al Yalayis Road to the main drainage network.

The system will increase hydraulic capacity and improve operational flexibility. It will also support sustainable urban growth in one of Dubai’s fastest-developing corridors.

Another major component includes more than 27 kilometres of integrated drainage tunnels between Sheikh Zayed Road and Al Jamayel Road. These works will protect key transport routes and strengthen resilience in an important industrial and logistics zone.

The programme also includes a new drainage tunnel and a modern pumping station along Dubai–Al Ain Road and Sheikh Zayed bin Hamdan Al Nahyan Street. A strategic stormwater collection lake will regulate water discharge and reduce flood risks in inland areas.

Sustainability-Driven Vision

Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, described the Tasreef Programme as one of Dubai’s most important infrastructure initiatives. He said the programme reflects proactive urban planning and long-term sustainability goals.

He added that the objective is to develop an integrated stormwater system that protects resources and safeguards residents and visitors. The programme aims to reinforce Dubai’s position as one of the world’s best cities to live and work.

Adel Al Marzouqi, CEO of the Waste and Sewerage Agency, said Phase Two increases network capacity in key areas. He explained that the upgrades will improve safety standards and ensure service continuity during extreme weather events.

In addition, Dubai Municipality awarded design contracts for stormwater and groundwater drainage systems in Al Marmoom and Saih Al Salam. These systems will connect to the main drainage network along Al Qudra Road while preserving ecological balance and supporting tourism and residential growth.

The Dh30 billion Tasreef Programme represents one of Dubai’s largest infrastructure investments. With Phase Two now underway, the emirate moves closer to building a smart, resilient drainage system designed to protect communities for generations.
